Paid: MSN receives its Search Results from a variety of sources. The "Featured Sites" section results are provided by MSN's sponsors. The results in the "Web Directory Topics" and "Web Directory Sites" sections come from LookSmart, MSN's primary provider. To get a top Ranking you need to participate in the LookSmart pay-per-click program, so Submission occurs at Looksmart. 

Free: In some cases LookSmart does not have sufficient results, so Inktomi "Web Pages" results follow and thus your "free" indexed entries may rank well. The "Web Pages" section is provided by Inktomi. Although you can submit directly to MSN, you would be better off to directly submit to Looksmart and Inktomi.
